ADR CARRIAGE OF DANGEROUS GOODS

 

 

The DTS ŠPED d.o.o. Sarajevo company organises local and international transport of dangerous goods (ADR). 

Dangerous substances include substances and objects that may be finished products, semi-finished products, intermediate products, by-products, raw materials or waste which have the characteristics of hazardous substances, which can endanger human life and health and pollute the environment during transport. For the transport of dangerous (ADR) goods, there are strict rules prescribed for international transport, in contrast to the classic transport of goods. International regulations on the transport of dangerous goods are changed every two years. There are 49 contracting parties to ADR. 
 

Classification of dangerous goods according to ADR is broken down into nine classes. Each type of dangerous goods, in addition to the class to which it belongs, has its own UN number which identifies exactly what type of dangerous substance it is and all this is required by the European Agreement concerning the International Carriage of Dangerous Goods by Road and the International Regulations concerning the Carriage of Dangerous Goods by Rail. Transport companies specializing in conventional and dangerous goods carriage must meet several conditions to be able to carry out transport of dangerous goods internationally. 
 

Conditions which transport companies must meet in order to engage in transport of dangerous goods on the international level are the following:
 

•    a company is registered to perform the activity of transporting dangerous substances;
•    a company has appropriate means of transport for the transport of dangerous substances;
•    a company has trained staff to carry out transport;
•    a company has approval to transport dangerous goods;
•    a company meets the conditions prescribed by ADR;
•    a company has vehicles that carry out the transport of dangerous substances that must be technically valid, designed, constructed, equipped and marked in accordance with the prescribed standards.
•    dangerous goods can only be transported and handled by persons who are professionally trained.
 

Trained persons exclusively can handle and transport dangerous goods. A person dealing with transportation and handling dangerous substances after training obtains a permission to deal with the said activities for five years. Upon the expiry of this period they have to be retested and their license is extended for the same period.
 

It is very important that companies which import or need to import dangerous goods in coordination with their foreign partners provide timely and accurate information on the type of goods, packaging method and class and a unique UN number so the transport could be organized in accordance with the regulations without compromising the safety of people and the environment. It is also very important to inquire through freight forwarders and government agencies (customs and ministries) whether the import of the goods needs special permits or other types of documents as well as whether the goods are subject to inspections at the border, sampling, etc. All these pieces of information are important for both the importer and the organizer of the transport in order to organize the transport in an efficient and reliable way without producing additional and unexpected expenses.

Class 2.2 – Non - flammable and non - toxic gases (carbon dioxide, oxygen, compressed air, Freon, argon etc.) / 
Class 2.3 - Toxic gases (Fumigant gases, Chlorine etc.) / 
Class 3 - Flammable liquids (petrol, kerosene, paints and varnishes etc.) / 
Class 4.1 – Flammable solids (matches, sulfur powder, etc.) / 
Class 4.2 - Substances liable to spontaneous combustion (white or yellow phosphorus etc.) / 
Class 4.3 - Substances which, in contact with water, emit flammable gases (raw materials for the production of acetylene gas  etc.) / 
Class 5.1 - Oxidizing substances ) bleach, pool chemicals etc.) / 
Class 5.2 - Organic peroxides (hardeners) / 
Class 6.1 - Toxic substances (pesticides, agricultural insecticides, etc.) / 
Class 6.2 - Infectious substances (blood samples  septic waste, medical waste, etc.) /

Class 8 - Corrosive substances (batteries, acids etc.) / 
Class 9 -  Miscellaneous dangerous substances and articles (all dangerous goods that are not listed in the classes 1-8)
